In economics we define a transfer payment as a payment made without reciprocity of goods or services. In layman’s terms they’re handouts.

The nature of transfer payments is why most Americans abhor programs such as welfare and unemployment. We’re a caring people but we also believe in fairness. We work hard for what we have and anger easily when we feel that our hard work is exploited by someone sucking at the Federal teat.

Studies show Americans are more likely to support social safety nets when programs can show impact. In other words it’s not enough to help someone financially when down but to help him get back up…or better yet help him help himself get back up.

If only the government would learn from the private sector. (Gee, a familiar refrain!)
